The only way i know is ISO mods. Last i checked you had to buy them. The only place i know where you could get help with this would be TTG. It may be hard finding ISO mods for GTAIV since it is older, but someone may have some. Someone else here may be able to help you but your best bet is TTG.

This program will emulate the errors RC20 & SMPA60, for whatever reason you would want to do this you now can (This is meant to be funny, those that have made car mods for GTAIV know how frustrating RC20 can be). Screen will go black for approximately 5 seconds to emulate the launching/crashing of GTAIV. Virus scan result as positive with 2 AV engines however the file is clean, if you would for whatever reason need to review the code PM me and ill see what i can do. Video -
